PRE-DEPARTURE COVID-19 TEST FOR PASSENGERS TRANSITING THROUGH COUNTRIES WHERE COVID-19 TEST IS MANDATORY WHEN DEPARTING FROM NEW ZEALAND TO CHINA

1. The Embassy of the People's Republic of China in New Zealand is making preparation for pre-departure COVID-19 test based on the announcement made by Civil Aviation Administration of China, General Administration of Customs of the People's Republic of China and Ministry of Foreign Affairs of the People's Republic of China on 20 July. The detailed information will be made available through the official website and the official WeChat account once preparation has been completed.

2. Negative COVID-19 test results are not required at the present for passengers boarding direct flights to China from New Zealand, nor transiting through countries where the requirement for a negative COVID-19 test result to present to check-in before boarding have not been commenced. Most recent updated list of countries where COVID-19 test have been made mandatory can be found from here.

3. Passengers, including Chinese nationals and foreign nationals, departing from New Zealand to China, if transiting through countries (real time list of countries where COVID-19 test are mandatory) where a negative COVID-19 test result is required before boarding, must have a pre-departure COVID-19 test done in New Zealand, and to obtain HS green health QR code or Health Declaration Form by providing a report of negative COVID-19 test result. Airlines will do the final check before boarding flight to China at the transiting airport. It is important to make sure that transit passengers have obtained the health QR code or Health Declaration Form prior to the departure from New Zealand, and to ensure they remain valid at the transiting airports. Passengers may not be able to board onwards flight to China or may be stranded as a result of not being able to present a valid green health QR code or Health Declaration Form.

3.1 Test time, testing facilities and criteria

a. Test time: the report of negative COVID-19 test result must be obtained within 5 days of boarding the China-bound flight at the transiting airport, in other words, the date difference between the report's issue date and the date of boarding the China-bound flight at the transit airport must not exceed 5 days.

b. Testing facilities: at the present, passengers can have their swab specimen for COVID-19 test collected through hospitals, laboratory, mobile testing units and GPs. The Chinese diplomatic and consular missions in New Zealand will accept testing reports issued by hospitals and testing facilities.

c. Testing criteria: the Chinese diplomatic and consular missions in New Zealand only accept a negative nucleic acid test result detected by a swab specimen taken from nose or throat. Test report can be an electronic version, and must include passenger's full name, date of birth, testing (reporting) date, test result and the name of the test facility, otherwise the test report will not be accepted.

3.2 Chinese nationals to obtain the health QR code

Please refer to the relevant information in Chinese published on the official website.

3.3 Foreign nationals to obtain the Health Declaration Form

Foreign nationals once have received their report of negative test result, they are required to email clean scanned copies of the data page of their passport, the report of negative test result and completed Health Declaration Form (see Appendix) to the designated email addresses of the Chinese diplomatic and consular missions in New Zealand accordingly to the consular jurisdiction. Chinese diplomatic and consular missions in New Zealand will return a scanned copy of Health Declaration Form by email, and passenger must print it out and bring it for the inspection at the transit airport. Please make sure to complete transiting within the valid date of the Health Declaration Form, and to present it to the airlines prior to boarding.
