Passengers Departing from New Zealand to Avoid Transiting through Countries where Negative COVID-19 Test Results are Mandatory for Boarding China-Bound Flights

1. The Embassy of the People’s Republic of China in New Zealand is working on the assessment of New Zealand COVID-19 testing facilities based on the announcement (See Annex) made by Civil Aviation Administration of China, General Administration of Customs of the People’s Republic of China and Ministry of Foreign Affairs of the People’s Republic of China on 20 July. The detailed information will be made available through the official website and the official WeChat account once assessment have been completed.

2. Negative COVID-19 test results are not required at the moment for passengers boarding direct flights to China from New Zealand, nor transiting through countries where the requirement for a negative COVID-19 test result before boarding have not been commenced.

3. The Embassy of the People’s Republic of China in New Zealand is unable to issue the green health code or Health Declaration Form, as the requirement for a negative COVID-19 test result before boarding has not yet been commenced for China-bound flights from New Zealand. Hence, all passengers, including Chinese nationals and foreign nationals, should avoid transiting through countries where the requirement for a negative COVID-19 test result before boarding have been commenced. Passengers may not be able to board onwards flights to China or may be stranded as a result of not being able to present green health code or Health Declaration Form. Annex:

Joint Announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs on Requiring China-bound Passengers to Obtain COVID-19 Negative Certificates Before Boarding

To ensure the health and safety of international travel and to reduce the risk of cross-border spread of the epidemic, passengers who are to fly to China are required to obtain COVID-19 negative certificates before boarding. The following arrangements are hereby announced:

I. Chinese and foreign passengers who are to fly to China are required to take nucleic acid tests for COVID-19 within five days before boarding.The tests should be taken at institutions designated or recognized by Chinese embassies or consulates.

II. Chinese passengers are required to upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version.

III. Foreign passengers are required to present their COVID-19 negative certificates to Chinese embassies or consulates when applying for Health Declaration Forms.

IV. Airlines are responsible for checking the health codes or Health Declaration Forms of their passengers before they board the plane. Passengers who do not meet the above requirements should not be allowed on board. Airlines should strictly follow the relevant procedures.

V. Passengers who provide false certificates or information shall bear corresponding legal liabilities.

VI. Chinese embassies will carefully evaluate the nucleic acid testing capabilities of host countries and issue specific implementation measures when conditions are met.
